drawing lewis structures

this is from homework problem 2B.3

draw the Lewis structure of (a) OF2, (b) NHF2, (c) SiO2, (d) BrF3

in part D, why does Br have 10 electrons?

Bromine has 10 electrons because it has access to the d-orbital.

To figure out this lewis structure...

1. Count the valence electrons. Each F has 7 and Br has 7 as well, so there need to be 28 in total.
2. Determine Br is the central atom because it has the lower electronegativity.
3. F is not flexible octet wise, so we know each one needs a single bond with the Br to be "satisfied."
4. Fill in the rest of the lone pairs for the F atoms and count up the electrons. You should get 24.
5. The other 4 electrons need to go somewhere, and F cannot have an expanded octet, but Br can (can access 4d orbitals), so they need to be added to Br.

You don't have to worry about double bonds because F only forms single bonds.

Why is the atom at the center of a lewis structure the one with the lowest ionization energy?

Br has an expanded octet in this case. Any element in or after period 3 can have an expanded octet.
