Dino Nugs 12b

On Dino Nuggets question 12b, why does ClO4- have three double bonds and not four? I know that with three double bonds the Cl will have a formal charge of zero and the single bonded O will have a formal charge of -1, but why is this more stable than the Cl having four double bonds and a formal charge of negative one? Thank you

The negative charge would be on the electronegative atom, and because oxygen is more electronegative than chlorine, it is more stable if oxygen has a formal charge of -1.

Does Cl04- not have any resonance structures? I thought it did have resonance, but it makes more sense to me that oxygen has the negative charge because it's more electronegative.

Because oxygen is more electronegative than chlorine, it is “happier” with a -1 charge than chlorine would be.

It does have resonance structures, since three of the oxygen are double bonded to the Cl and the other has a single bond. The oxygen with a single bond is the atom with the formal charge of negative 1.

You want the most electronegative atom to take the negative formal charge. In this case, it is Oxygen and you would want the -1 formal charge to be assigned to it.
