How do I figure this one out?

Stated another way, the question is just asking which structure is more stable and thus more common. So you should check the structure to make sure that all the elements with expanded/incomplete octets are correct, that formal charges are as low as possible, that the number of valence electrons is correct, etc.

The structure with lower formal charge is more stable and contributes more to resonance structure. So in part a, the first structure has no elements with a formal charge while the in second structure, one of the F has a formal charge of +1 and Xe has one of -1. Thus, the first structure contributes more.

In part b, the first structure has no elements with a formal charge while the in second structure, one of the O has a formal charge of -1 and the other has a formal charge of +1. Thus, the first structure contributes more.
