can someone explain why the lewis structure of so3 would have one double bond and two single bonds rather than just three double bonds? why is one better than the other?

It wouldn't. SO3 would be most stable with 3 double bonds

If it only had one double bond, it would be less stable than having all three double bonds, so you'd actually want it to have three.

Is the reason sulfur can have three double bond an exception to the octet rule? It can expand into its d-orbital?

This is correct. Because it is in row 3, it has access to the d orbital.
