HW 2.61

It asks us to draw the lewis structure for the compound HOCO. Why does the answer key have the lewis structure as H-O-C--O with a radical on the carbon and two lone pairs on the oxygens instead of H-O--C--O with one lone pair on the first oxygen and two lone pairs on the second oxygen?
(-- means double bond)

I think this is done to keep the formal charge 0
