Lewis structure of OSbCl3 and question about transition meta

Question: When drawing the Lewis structure of OSbCl3, do we assume that Sb has 5 valence electrons? When we are finding the valence electrons of the transition metals, do we simply count the number of elements following the previous noble gas?

Answer: Valence electrons of transition metals include s and d electrons not included in the previous noble gas' configuration. Write out the configuration. Any electrons not inside the brackets are valence electrons.

Yes, Sb has 5 valence electrons. Because it is able to have an expanded octet, it will form 3 single bonds and 1 double bond in the structure!

The answer key says that Sb will form four single bonds. Which structure is more stable?
