In the radical HOCO, how do you know that the carbon would have the unpaired electron? Isn't oxygen more electronegative?

I think the radical is on the carbon because it is only forming 3 bonds

I believe this is because in the radical carbon actually has one less electron than it needs for an octet, not one more. Because the oxygens are more electronegative, they are the first to 'get' electrons and receive a full octet. Carbon, being less electronegative, has less power to gain the electrons it needs to form an octet, thus it is 'stuck' with a missing electron resulting in the unpaired electron and a radical.
