Dots for Lewis Structures

Does it matter where you put the dots for the elements while doing a Lewis Structure? Between the two Lewis Structures attached, which one would be right?

for lewis dot structure , it don't think it will matter, but when we are trying to find the shape of the atom. the position of the lone pair will affect the shape of the atom , bond angle and structure in relation to VESPER model

The top lewis structure looks more proper as valence electrons repel one another, so they would want to be the maximum distance apart.
You want to draw a lewis structure with the correct angles as a 2d representation of the VESPER Model.
