Yes, they can. Since electrons aren't "shared" between atoms in an ionic compound, the more electronegative element would have a complete octet and a corresponding negative charge, while the less electronegative element will have no electrons drawn around it and a corresponding positive charge.

Yes, during lecture 12(10/30), Dr. Lavelle used the example of Potassium Chloride to show the lewis structure of an ionic compound.

Yes, lewis structures can be used to represent ionic bonds similar to the example that Professor Lavelle demonstrated in the previous lecture during week 4.

Yes, I believe Lewis structures can portray both covalent and ionic bonds. What I did in chemistry in high school was indicate the electron transfer between a metal and a non-metal (ionic bond) using arrows, however Dr. Lavelle demonstrated not using arrows in his lecture so either way works.
