I understand why the answer to a) is structure 1 and 2 and how they are polar because the dipole moments don't cancel out. However, I'm confused why the answer to b) is structure 1. Why does this structure have the largest dipole moment?

Since the chlorine atoms are closer together in structure 1, they pull electrons in the same direction in a way that's closer compared to structure 2.

Structure 1 has the Cl atoms closer together, so the electrons are being pulled in a more specific and precise direction. That's why it has the largest dipole moment.
