Homework Question 3.45

Question 3.45 reads: Draw the lewis structure that contributes to the resonance hybrid of nitric chloride (ClN02) with N as the central atom.
My 3 lewis structures were as follows:
A) N with a double bond on 0 and single bond on Cl and the other O
B) N with a double bond on the opposite O and a single bond on both Cl and the other O
C) N with a double bond on Cl and a single bond on both oxygen atoms
However, the answer is only structures A and B. Why is structure C wrong?

Given that the Cl atom already has 7 valence electrons, and 6 of those are lone pairs, the Cl atom has only one available valence electron for bonding. This means that chlorine is only able to form one bond, which means there can only be a single bond and not a double bond between N and Cl atoms. Thus, structure C is wrong.
