Is being "more likely to contribute to a resonance structure" the same as being the best/ most stable resonance structure?

Yes, it refers to the most plausible resonance structure, which has the lowest formal charge/is the most stable.

Maghety is correct. This means to search for the structure with the lowest formal charge.
