How do the electrons move within atoms to create the "blended" characteristic?

If I understand your question correctly, I think that we can not be sure of the exact position of the electrons because of the resonance structures. the "blended characteristic" that your referring to is just the resonance hybrid.

If you think back to when we learned about orbitals, electrons in a molecule are shared/found where the orbitals (of each individual element) overlap. These orbitals show the probability of the electron being found there (there is no way to know exactly where the electron is at a given moment).
