Resonance Hybrids

Hello,

Does the octet rule have to be fulfilled for resonance hybrids? Is it possible to draw resonance for a molecule that's central atom does not have a complete octet?

From my understanding, it must have an octet or an expanded octet but not less.

I believe the octet rule has to be filled in all molecules unless it is an extended octet. And the central atom of a Lewis structure must have a complete octet. If it does not have enough bonds to fill the octet, that is when you draw lone pairs.

BF3 has a Lewis Structure where the central atom (B) does not have a full octet.
