It means that the electrons in bonds are not set. For example, with benzene, the double bonds in the ring are not set. There are other configurations of it, and so you shouldn't see it as one set bond arrangement.

Delocalized electrons are electrons in a molecule or ion that aren't associated with a single atom or a covalent bond. It occurs when electric charge is spread over more than one atom.

Delocalization of electrons essentially means that the electrons can disperse throughout the internuclear structure of the compound or molecule. in order to understand this you first have to let go of the conception that bonds are actual "lines" or "physical strucutres." Bonds are basically the presence of an electron between the internuclear region of two atoms. The pull that the protons in the nucleus of each atom exert on electrons is referred to as a "bond." Therefore, when one says that the electron is delocalized, it basically means that this electron is now transferring throughout the molecular structure of a compound. It is basically "hitchhiking" with whatever atom that can create a larger relative pull on it. A delocalized electron is thus not associated now with any specific atom, even if it was originally part of that atom
