Can someone please explain what de-localized means?

Delocalized refers to the electrons in a molecule, ion, etc. that aren't associated with and "stuck to" a single specific atom or covalent bond and can have different arrangements. These delocalized electrons result in resonance (ie the benzene example went over in lecture where there are delocalized covalent bonds)

Delocalized means that the electrons are not associated with one atom. Instead they can move around.

When an electron is delocalized, it is able to be rearranged into different molecular structures, because it isn't bound to just one atom or ion. As a result, there is resonance and you can have multiple structure with bonds in different locations.

When there are delocalized electrons you get a resonant structure, meaning there is an average Lewis structure that best represents the actual formation of electrons in a compound.
