How do you know which electrons are delocalized in resonance structures?

I believe any electrons that are able to move locations between resonance structures are considered delocalized. Either lone pairs or bonds can change positions from one structure to the next and are therefore delocalized.

You can see which electrons are delocalized based on the bond pairs are delocalized. These are the bonds that aren't fixed to a specific location and can be drawn in different locations when you draw out the resonance structures.
