Electrons are delocalized in a resonant structure, meaning they cannot be represented as a part of a single, double, or triple, bond. They are involved with multiple bonds, resulting in a sort of average bond length and strength.
Delocalized electrons are those that are not involved with any one specific atom or bond. In class Lavelle showed us a sort of resonance structure for benzene where instead of drawing a bunch of bonds for the ring he just drew a circle which is supposed to show that the electrons are not tied in specific bonds, they are equally likely to be found anywhere in the ring which means the electrons are delocalized.
