For chapter 4 practice problem #13, wouldn't IO3- be more stable with two double bonds with two oxygens and one lone pair as opposed to the answer in the book which writes it with three single bonds and one lone pair?

Yeah, most other sources do agree with your proposed structure as well. They do mention other resonance forms are possible, so maybe they weren't specifically looking for the most stable one as an answer, but just one of the possibilities.
