Is the compound drawn as Cl-O-O or O-Cl-O?

ClO2 is drawn O-Cl-O.

Also, just remember that the least electronegative element is the central one. In this case, Cl is less electronegative than oxygen.

The least electronegative element is the central atom in the molecule. Cl is less electronegative than oxygen, therefore it will be the central atom.
