Octet Rule Exceptions

Why do certain molecules or ions, such as boron trifluoride (BF3) or the nitrate ion (NO3-), not follow the octet rule?

BF₃ doesn't follow the octet rule since boron prefers a smaller number of electrons in its outer shel, so it frms compounds with incomplete octets. Similar to BF3, the nitrate ion violates the octet rule as its central nitrogen atom exceeds eight electrons, considering both covalent bonds and lone pairs. It just allows for more stability so when the octet rule is violated.
