what are the atoms that have octet exceptions?

The atoms that have octet exceptions are hydrogen, beryllium, or born, they do not have to reach an octet.

The atoms that have octet exceptions that allow for less than a complete octet are the lighter s and p block elements, like Boron and Berellium. The ones that go beyond the octet are the ones that are in period 3 or beyond, because those elements have access to the d orbitals.
