Just based off the periodic trends, we see that going down a group electronegativity decreases and chlorine is lower than oxygen. Also, since the chlorine atom is larger than the oxygen atom, it will be less electronegative because the electrons will be farther away from the pull of the nucleus. Oxygen on the other hand is smaller and will more readily attract the electrons.
