From what I understand, when expanding an octet, if there must be a negative charge it is it placed on the most electronegative atom. I wasn't quite sure if this correct, and if so, I'm confused as to the reason behind this. If anyone could explain this to me, I would appreciate it more than anything! Thanks!
I think what you're getting at is if there is a negative formal charge, then it should go on the most electronegative atom. This happens since the more electronegative atom will draw in electrons stronger, so it would be more stable for the more electronegative atom to have more electrons resulting in a negative formal charge.
