Help on 3.59 in homework?

Help on 3.59 in homework?

So 3.59 asks us to find the lewis structure of the radical ClO, and the answer key shows us Cl----O with 5 valence electrons (or dots) around the Cl and 6 Valence e- (or dots) around the O. However, this gives us the formal charges of +1 and -1, but why is it not switched (where Cl has 6 dots, or 3 lone pairs, and oxygen has 5 dots, or 2 lone pairs and a radical) which would give us a lower energy state since both formal charges will be 0?

Not sure if this helps, but I think the answer key simply chose Cl as their example of a radical instead of O. Also, I double bonded my lewis structure unlike the textbook to have a radical with Cl, a formal charge of 0, and O has its full Octet.
