Expanded Valence Shells

Are compounds with an expanded valence shell considered stable? Also, how would an expanded valence shell occur?

If the compound follows the octet rule, then it is stable.

Expanded valence shells occur when small electronegative atoms like O and Cl are bound by the central atom.
