What is an easy way to remember the octet exceptions?

13th column, doesn't need complete octet

3rd row and below, can have up to 10 extra electrons in addition to octet

First 4 elements in periodic table don't have octets to complete

Why doesn't the 13th column of the periodic table need an octet?

I think the 13th column is an exception to the octet rule because the elements in the 13th column have 3 valence electrons. This means that they only need 3 bonds to create a formal charge of 0.

FC = V - (L + S/2)
FC = 3 - 3 = 0
