H, He, Li, and Be all want to fill only the 1s orbitals, only wanting 2 e- total. As for the atom with the least ionization energy being the central atom, the lower the ionization energy, the more the atom will hold on to its e-. This means that it will be more likely to bond with multiple atoms and be the central one as it will hold onto bonds tightly.
