Can someone explain why some elements can bond with others to obtain more than 8 valence electrons? And which elements are these?

Elements with electrons in the 3p subshell can expand their octets because they have empty 3d orbitals, allowing them to have more than 8 electrons. This is true for the p block in Period 3 and for all elements below Period 3, and we typically see expanded octets occurring in the halogen and noble gas families.
