Incomplete octets

Are incomplete octets common? How do we know if an atom can have an incomplete octet? I don't understand this concept.

There are some exceptions such as boron being most stable with 6 shared electrons and hydrogen with 2.

There are specific atoms that can have in incomplete octet, and you would know if the formal charge is lowest when it has an incomplete octet

Hydrogen, helium, and boron are all exceptions to the rule.
