Covalent Character

What determines if atoms/molecules have a "strong" covalent character? If the polarizing power (cations) is higher, then the covalent character is stronger? Does higher or lower polarizability of anions contribute as well when determining covalent character?

The strength of a covalent bond depends on two things: how strongly the positive ion (cation) pulls on the negative ion (anion) and how easily the anion’s electrons can be moved around
