How do you know when one molecule has more covalent character than another?

It's based on the electronegativity difference between the atoms in the molecules.

Just adding on, you can also look at polarity (greater= higher covalent character), bond length (longer bonds = more covalent), solubility (covalent=less soluble), melting and boiling points (covalent=lower points).
