An electron cloud is the regions in which the different electrons in an atom occupy (usually seen as all the orbitals together to make a "cloud" of electrons around the nucleus). I think so; the more distorted cloud will always be the anion since it has a net negative charge while the cation has a net positive charge, thus the electrons around the anion will be be pulled more towards the cation.
