Rb has the larger Atomic Radius, Consequently Sr has a higher polarizing power.
Larger radius=more polarizability
smaller radius=more Polarizing Power...

Another way to look at it is if the positive charge of one element is greater than the other one, the element with the greater charge has a higher polarizing power.

Does the fact that one has more protons matter?

A good way of looking at the atomic radius is that when going further down a period, elements have more total electrons and protons. The effect of a proton is more powerful than that of an electron, so the protons in the nucleus pull the electron closer to the nucleus, thus making the atomic radius smaller. Since Rb is earlier on in the period compared to Sr, it would have a larger radius, as the pull of the nucleus isn't as strong compared to the pull of Rb's nucleus.

Does it even matter what the charge is then? If protons matter more than electrons
