Precedent in polarizability of cations?

What takes precedent in determining the polarizability of cations, size or charge? For example, which cation has higher polarizing power - Al3+, or Li+?

I believe charge takes precedence. I'm not entirely sure, but I think it has to do with Coulomb's law and the fact that d is squared =, while charge isn't.

I think that in this specific example the charge difference is the main factor because +3 is noticeably greater than +1. If the charge difference were less, say +2 and +1, then size might take precedent.

I believe charge takes precedence and then size but it may be situational as well.
