Priority for Electronegativity

Does being on the right side of the row affect electronegativity more or does being at the top of the column?

The closer you are to the top right, the more electronegative the atoms are. So the more to the right and the more to the top the atom is, the more electronegative it is.

In other words, electronegativity increases as you move from left to right across a period and decreases as you move down a collum.
