Electronegativity and Anion Strength

In lecture he mentioned that there is a correlation between anion strength and electronegativity. I believe he said that the higher the electronegativity the stronger the anion is. Could someone please explain why this is? Thank you!

Electronegativity gauges how effectively an atom pulls shared electrons closer within a bond, with a higher value indicating a greater pull towards itself. Atoms possessing higher electronegativities typically create more potent anions by attracting and retaining extra electrons, leading to creating more stable negative ions.
