Electronegativity of atoms

Does electronegativity refer to the value associated with atoms?
For example Group 1 is 1+, Group 2 is 2+, Group 13 is 3+, Group 15 3-, etc.

No the value is representative of the Oxidation State.

No, the electronegativity of an element is actually a calculated value consisting of both the ionization energy and the electron affinity. I believe what you are speaking of is the Oxidation state.

Group number does not directly correlate to electronegativity, electronegativity is calculated using other methods however a general trend can be seen where atoms become more electronegative as you travel across a period and become less electronegative as you travel down a group
