How are polarizability and electronegativity connected? Which effects which?

Electronegativity and polarity are connected through the bonds made between atoms. The greater difference in electronegativity between the atoms the more polar the bond is going to be.

In addition to the response above, all bonds between atoms that are not the same element will have a certain amount of polarity because they aren't the same. This is due to the varying power of an atom that pulls its electrons (electronegativity).

Polarizability and polarity are not the same thing. For example, if two elements with many electrons are bound together, the molecule may not be polar but it is polarizable.
