Hydrogen Halides dissolving in water

Why is HF capable of hydrogen bonding when dissolved in water but HBr, HI, and HCl are not?

I think that HF has hydrogen bonds in water due to fluorine’s high electronegativity and small size, creating a strong polar bond. HCl, HBr, and HI have larger, less electronegative halogens, resulting in weaker polarity and no hydrogen bonding with water.
