N2 Induced Dipole Question

Why does N2 shift between partially positive and partially negative? Are the bonded/lone pair electrons moving between the 2 N atoms?

Although N2 is not a polar molecule, the electrons within the N2 molecule are free to move around randomly. In some instantaneous moments, this means that electrons would sometimes be skewed toward one end of the N2 molecule, creating a temporary dipole moment within the molecule. The bonding of these temporary dipoles could therefore create dispersion forces within N2 molecules, despite the fact that N2 is not typically polar.
