Why is the ion-dipole intermolecular force stronger than hydrogen bonding forces?

I think the reason is that an ion-dipole force consists of an ion and a polar molecule aligning so that the positive and negative charges are next to one another which allows for maximum attraction.

Because the electronegativity in the ion is still very high or low creating a stronger bond with the dipole.
