Dipole Moments

Can someone explain in a concise manner what dipole moments actually do to a molecule? Do they help the molecule bond to other molecules?

Dipole moments arise from a difference in electronegativity, and the atoms in a molecule share the electrons unequally. As a result, the atoms involved in a covalent bond will gain either a partially positive or partially negative charge. This establishes a dipole that separates the charges.

Dipoles are critical in determining the polarity of a molecule. Polarity subsequently affects the shape of a molecule. This is important when, for example, polar molecules will dissolve when placed in water, but nonpolar molecules are not soluble.

In response to Saichandra's post,
I agree with the description of what dipole moments do.
However, I'm unsure of how polarity determines shape of the molecule. In the example in class today, cis-dichloroethene and trans-dichloroethene, one was polar, one was not but I don't see how their shapes changed from that. I thought their shapes didn't change.
