Since it is relative, Do all covalent bonds exhibit some degree of polar nature even if difference in electronegativity is below .4? And if so, do they have dipoles still(just negligible)

Yes, they have small dipoles.

could someone remind me the rules of what dictates something as ionic, covalent, polar, and non polar? And how do we identify molecules as each without knowing their exact electronegative values?
