Could someone please explain to me the requirements for a diopole moment to occur? and what exactly they happen to be?

The presence of a dipole moment is dependent on electronegativity and the structure of a compound. Personally I like to determine if a dipole moment occurs by drawing the lewis structure of a compound then looking at electronegativity values of the elements in it and comparing them. Lots of times you can determine if there is one simply by determining the molecular geometry (ex: trigonal pyramidal often has an overall dipole moment pointing toward the atom with the unpaired pair of electrons). Anyway it would take me forever to explain the requirements for any compound so I am going to refer you to Sal on Khan Academy.
