Classification of Van der Waals

When describing the Van der Waals interactions, Dr. Lavelle said that these interactions are always present and always positive. What does this mean?

It means all molecules have Van der Waals forces and the forces are always attractive.

All molecules have in some way shape or form Van der Waals forces. These forces are typically weak but when there are many, it can be strong and prevalent.
