How to Identify Dipole Moments

I was wondering how to determine when a dipole moment occurs and what exactly a dipole moment is?

Dipole moments occur when there is a difference in electronegativity. It is a measurement of the separation of the two opposite electrical charges.

Does the arrow that we draw to indicate dipole interactions point towards or away from the atom that is most electronegative?
