Dipole moment of ground state

How would we find the dipole moment of a ground state?

I'm not really sure you can find the dipole moment of a ground state. Dipole moments exist between elements in a molecule. I'm pretty sure a ground state does not consist of multiple elements that make up a molecule so it's not really possible to have a dipole moment.
But if you were looking for the dipole moment of a molecule, the more electronegative element will be the one with the partial negative charge. Conversely, the less electronegative element will be the one with the partial positive charge.
