The polarity of the molecule refers to the manner in which the dipoles act on the appropriate structure. Unequal dipole moments would make this a polar molecule, it does not have to do with the forces between the atoms in the molecule. Even if a molecule is nonpolar, this does not change the dipole charges that the molecule still has which may have been canceled out to establish the nonpolarity. Because of this, the charges still exist meaning yes it still can have dipole dipole interactions.

Dipole dipole interaction have a significant effect only when the molecules involved are close together (touching or almost touching). Therefore since polar bond involve the attraction between the negative and positive end of an atom this causes a greater interaction.
