the book says CH2Cl2 would have dipole-dipole interactions, but wouldn't the poles on the atoms cancel each other?

The shape would be tetrahedral - try drawing it out with different atoms on top (the polar vectors would not cancel due to the shape, no matter if H or Cl is the top atom).

I believe there would be a dipole moment in the direction of the chlorine atoms, which would both be on the same side of the molecule, not at opposite poles.
